They should have sought out the plan better but through out the years we will make mistakes that effect all of us. Hopefully we'll start being wise and start using what we've learned over the years as a country. We should have been more prepared for the impossible. It's sad to see people perish and have yet another catastrophe occur.
Maybe at the time it seemed like a good idea. That's how all of that starts with than idea than it progresses into a thought a voice and finally an action.
